The element to check
border1: Type: T
The first boundary.
border2: Type: T
The second boundary.
comp (Optional): Type: System.Collections.GenericIComparerT
The IComparerT to check for equality and inequality

Type: Boolean
Whether x is between border1 an border2 or equal to either of them.
