this: Type: WhetStone.LoopingTypeTallyT
The tally to add to.
cond: Type: SystemFuncT, Boolean
The condition for which to count an element.
initial (Optional): Type: T
The initial result for when an element has not been found.

Type: TypeTallyT, T
this, to allow piping.
